OREANDA-NEWS. December 13, 2013. Representatives of the Federal Antimonopoly Service (FAS Russia) took part in the Round Tables on developing the law on security business organized in the Chamber of Industry and Commerce of the Russian Federation and the Public Chamber of the Russian Federation.

Experts discussed the issues of developing the law on security business in general as well as local issues of issuing an order by the Ministry of Energy Power Industry of the Russian Federation on approving the list of facilities of the fuel-and energy complex and determining the procedures for providing security to them.

The Head of Investigation Unit, of FAS Department for Control over the Authoritative, Maria Sadovnikova, discussed the practice of antimonopoly enforcement in security services, and informed them that “Business Russia” National Non-Governmental Organization proposed to FAS to form a Working Group for devising and implementing the Road Map for “Developing Competition and Improving the Antimonopoly Policy in Security Services”.

To devise proposals on this issues FAS is considering variants of cooperation with the authorities, security organizations and business community.

“FAS repeatedly pointed out that adopting particular “pin-point” norms of the law would not improve the situation neither on the level of facilities protection, nor on developing competition on the market of security services. It is necessary to give an integrated evaluation of the existing law in order to form a clear system of delineating the powers of bodies and organizations exercising state, departmental and private security, taking into consideration the need, on the one hand, to provide security of especially dangerous facilities, on the other hand, observe the rights and legitimate interests of economic entities and protecting competition on the market of security services”, pointed out the Head of FASA Department for Control over the Authorities, Vladimir Mishelovin.
