OREANDA-NEWS. Russian State Duma on December 23rd, 2014 adopted in the second and third reading the amendments to the Federal Law "On Waste of Production and Consumption" (1998). The law imposes an obligation for manufacturers and importers of different products to ensure their disposal, after the goods are released by consumers. The state in this case will set the standards, by which it is determined how much of certain goods is to be disposed during the year.

As a major drawback of the amendments, the members of the Association of tire manufacturers (APSH) have noted the postponement of the introduction of the new regulation from January 1st, 2016 to January 1st, 2015. It means that the general scheme of created waste management system is already declared and it was defined from the New Year but many of the procedures that affect the status of manufacturers and importers, and recycling operators, have not been developed in the bylaws. They have to be accepted. It is unclear how difficult from a procedural point of view, will be incorporated in these bylaws scheme of interaction with regulatory authorities, how realistic will be regulations regarding the disposal of waste, how it will be held the procedure for filing of declarations of the number of outstanding products and more.

APSH members are convinced that after the adoption of the bill it will be required at least one year of transition period. In particular, APSH members, who are planning to create with joint efforts a kind of general association for the processing of their waste, it is necessary to organize quickly the reception centers and temporary storage of used tires, to develop and adopt common rules for the reception of tires and much more. So now they find themselves in a very difficult situation. In this case, they like definitely that developers of the law left them a choice - to pay environmental fee to the federal budget, or to make disposal of waste products by themselves, including assigning it to contractors.
