OREANDA-NEWS  The Russian government is considering the possibility of introducing a national regime under which government purchases of foreign building materials will be abandoned. This is reported by the Izvestia newspaper with reference to the minutes of the meeting of the subcommittee on increasing the stability of the financial sector and certain sectors of the economy of the government commission on increasing the stability of the Russian economy in the face of sanctions.

The Cabinet of Ministers wanted to abandon the purchase of granite, glass and ceramic products from unfriendly countries by state institutions, state corporations and state-owned companies. Instead, the advantage will be given to Russian-made goods and products from other EAEU countries.

According to the Ministry of Industry and Trade, at the end of 2025, imports in the building materials market accounted for no more than four percent. These are mainly premium segment products.

The need to introduce a national regime for public procurement is being discussed against the background of a reduction in the production of building materials in the country. In 2025, output decreased by 8.3 percent, and in 2026 it may fall by another 22, experts from the Ministry of Industry and Trade, the Ministry of Construction and the Ministry of Transport estimated.

Experts note that it will not be easy to implement such a mechanism. Most construction projects are implemented according to a turnkey scheme, in which the contractor purchases materials and orders the work in a single package, Dmitry Tortev, a member of the expert council of the State Duma Committee for the Protection of Competition, explained.

In May, Russia recorded an increase in demand for the construction of private homes. Experts attributed the increased interest in this type of housing to the development of mortgage instruments, the desire of families to get more spacious real estate and the growing popularity of individual accommodation formats. According to analysts, in January-March 2026, more loans were issued for the construction of private homes than in the same period in 2025. About 90 percent of the mortgages issued accounted for preferential programs. Most often, loans are taken by married couples with children.
