Russian cosmetics manufacturers asked for help

OREANDA-NEWS Cosmetics manufacturers in Russia have asked for benefits in the form of a reduction in insurance premiums for employees from the usual rate of 30 percent to 7.6 percent. This is with reference to a letter from the executive director of the Russian Perfumery and Cosmetics Association (RPKA) Alexandra Skorobogatova, sent to the government, Kommersant reports.
According to her, such a step will ease the situation of small companies that are responsible for most of the industry. The proposal was supported by the Ministry of Industry and Trade, as follows from the department's response to it, but it raised questions from the Ministry of Finance, which indicated that there were no funds in the budget for it.
If the amount of contributions is reduced, insurance funds will lose their planned income, and the federal budget does not provide money for their compensation. According to the ministry, the association did not provide a financial and economic justification for the proposal.
Artur Gafarov, director of the Institute for the Development of Entrepreneurship and Economics, explained the position of the financial block by saying that if you give privileges to one industry, then all the others will flood it with similar requests, and the current budget balance is already in a difficult state. Besides, it will be difficult for the government to explain why the cosmetics industry deserves benefits while other sectors do not.
Nevertheless, as indicated in the RPKA, by the end of last year, the utilization of Russian capacities fell to 55-57 percent with the growth of the cosmetics, perfumes and household chemicals market to 800 billion rubles. The lack of government support leads to a freeze in investments in new developments, so a further 12-15 percent decline is expected this year.
According to Gafarov, such dynamics can lead to an increase in prices for cosmetics in Russia from the middle and premium segments by 10-15 percent, and from the budget by 25-30 percent.
Earlier, importers reported that due to customs surcharges, which began to be practiced this year, imported cosmetics on marketplaces may significantly increase in price, up to 30 percent. The Federal Customs Service (FCS) explains its actions by the need to fill the federal budget.
