OREANDA-NEWS  The leadership of the Ministry of Internal Affairs of Russia sent explanations to the regions with the requirements for the use of a special means of "Openwork" - a type of handcuffs that can be used as shackles - in relation to suspects, said the official representative of the Ministry of Internal Affairs of Russia Irina Volk.

"In order to exclude the facts of unjustified use of the special means "Openwork", the leadership of the Ministry of Internal Affairs of Russia sent an instruction to the territorial bodies of the department with a detailed explanation of the established requirements. In particular, it is prohibited to use this special tool against women, minors and persons suspected and accused of committing economic crimes," Volk told reporters on Thursday.

According to the representative of the Ministry of Internal Affairs, departmental regulations "provide for a differentiated approach to the use of special means, including depending on the degree of public danger of the escorted persons."

On the eve of the HRC member Eva Merkacheva, at a meeting of Council representatives with Russian President Vladimir Putin, raised the issue of the use of shackles in courts for suspects, in particular, in economic crimes.

"As for someone being taken for interrogation in shackles, especially for economic crimes, I don't even know how to qualify it. I promise that attention will not just be paid to this, but we will ensure that such a practice is definitely stopped," the president said.

A means of restricting mobility "Openwork" is a type of handcuffs that can be used as shackles, or be a combination of a restraining device - that is, handcuffs connected by a chain with shackles.
