OREANDA-NEWS. April 11, 2007. The Russian government submitted back to the Ministry of Industry and Energy the development strategy of Russia’ s transport machine building up to 2015 to finalize it.

The decision was taken at the Wednesday government meeting. Prime Minister Mikhail Fradkov called the strategy drafted by the Ministry of Industry and Energy “very shallow and not meeting issues, which arose today”.

According to him, “We did not formulate clearly the strategic plan, did not decide, what signal should be sent to business.” “It is a very dangerous bureaucratic shortcoming”, Fradkov pointed out.

During the discussion on the issue at the government meeting many questions arose, to which Deputy Minister of Industry and Energy Andrei Dementyev could not answer.

Meanwhile, Minister of Economic Development and Trade German Gref and Deputy Finance Minister Sergei Shatalov noted that this document was not coordinated with their ministries.

According to them, the strategy parameters did not keep in line with the budget plan for 2008-2010, the transport development strategy and the investment programme of the Russian Railways Company.

According to the premier, the current document does not specify tools for transport machine building development. “We may neglect a dynamically developing market, which is booming now”, he believes.

“The state should put its shoulder on time, but it is necessary to know, where it should be put, how tightly to support and keep feet themselves,” Fradkov remarked. He also noted that “it is necessary to finally get out from the ditch to the normal road.”
