OREANDA-NEWS. January 15, 2008. One of priority directions of activity of JSC IDGC of the Center became improvement of the system of labour safety and the safety precautions. The mission of JSC IDGC of the Center says: Main value for us is people, both working in the company, and those we work for. Preservation of life and health of the people providing reliable power supply, care about clients, remains one of the main tasks of the company.

Considering this, year 2007 for IDGC of the Center was declared the Year of Labour Safety and Safety Precautions. The company aimed to improve management system of labour safety, to introduce innovative methods of work according to requirements of the international management system of professional safety and health OHSAS 18001, accordingly to lower the total level of traumatism, to equip the electric technical personnel with suits steady against influence of electric arc, etc. Practically all the planned actions last year were executed, the aims were reached. Executive documents of JSC IDGC of the Center were developed and are being exercised, control of execution of which is performed by the Department of Technical Inspection. The system of safety of manufacture is built so that to exclude infringements and accidents.

"All the regional network companies of the zone of configuration of JSC IDGC of the Center developed programs on prevention of industrial traumatism. The central device of IDGC of the Center, DGC, PE DGC aligned uniform streams of information exchange by means of the portal of the managerial reporting, all the subordinated companies passed to the uniform form of the reporting on labour safety, quarterly results of work are brought at thematic selector meetings," Olga Zuikova, Chief of the Department of Technical Inspection of JSC IDGC of the Center noted. .New Regulations on management system of labour safety according to requirements of OHSAS 18001:1999 and GOST R 12.0.006-2002 were developed and approved, in which the policy, purposes and tasks in the field of labour safety were developed and adopted, functional duties of all personnel were defined.For introduction of the international standard of management by professional safety and health OHSAS 18001, JSC Tverenergo was chosen as a pilot platform.

"Certificates on system of management of professional  health and safety (OНSAS) were received by Tver and Bezhetsk industrial branches,"  Sergey Yolkin, Deputy General Director of JSC IDGC of the Center - Managing Director of JSC Tverenergo said. "At conversation with colleagues from DGC, I saw their obvious interest in this program. It is introduced not for the sake of appearance, but it is an alive system which will allow us to minimize risks of accidents. This year in comparison with the last year expenses in JSC Tverenergo increased 2.2 times for these purposes."

In total, for 2007 there was a 2.5-time decrease in quantity of accidents in JSC IDGC of the Center, in comparison with the similar period of the last year; the total level of industrial traumatism decreased 2.1 times; there is a 1.3-time decrease in traumatism at power facilities with participation of the third parties."According to the statistics, traumas of the third parties were basically caused by illegal actions. Last year 14 people suffered from actions at power facilities as a result of attempt of plunders of elements of electric power installations and autocratic performance works," Sergey Vasilev, Chief of the Department of manufacture safety audit of the Department of Technical Inspection of JSC IDGC of the Center said. "The complex of actions was developed and held, power facilities were surveyed in addition, demonstration lessons in educational institutions were held dedicated to danger of the electric current and security measures. This complex of actions gave a certain effect; thus, for quarter IV three accidents were fixed with the third party personnel that is 5 times below the similar parameter of 2006."

Preservation of life and health of the personnel of the company is the main task of JSC IDGC of the Center and in the current year. First of all it is necessary to approve the program on prevention of industrial traumatism and to start their realization, to introduce a new management system of labour safety, to develop the Standard for labour safety in 2008 at the meetings of the Boards of Directors. In 2008 works on introduction of the management system by professional safety and health OHSAS 18001 will proceed.
