OREANDA-NEWS. September 26, 2014. The Federal Antimonopoly Service (FAS Russia) and Non-Profit Partnership for Competition Support had a joint meeting.

The Head of FAS, Igor Artemiev, the Head of FAS Legal Department, Sergey Puzyrevsky, and the Head of Analytical Department, Alexei Sushkevich, took part in the event.

The agenda:

Course of work on the “forth antimonopoly package”

Course of work on the procedure of lodging a pre-court complaint against decisions of the regional bodies on antimonopoly cases

Drafting proposals on introducing changes to the procedures of investigating cases on violating the antimonopoly law

Improving No.200 order

Drafting proposals on antimonopoly compliance

Drafting proposals on improving the leniency program, etc.

Igor Artemiev expressed his gratitude to members of Non-Profit Partnership for their joint efforts and cooperation under the framework of devising the “forth antimonopoly package” and reminded that on 4th September 2014 the draft law had been approved and submitted to the State Duma.

He also emphasized introducing the institution of administrative appeal in construction: “FAS will be assigned the powers to control deadlines. It is expected that the system will come into effect already on 1st January 2015”.

The participants also discussed the procedure of appealing the decisions of regional antimonopoly bodies. The head of FAS stressed that appeals will take place if the practice is controversial.

Finally, Sergey Puzyrevsky thanked the attendees for writing comments to the Law on Protection on Competition (No.135-FZ): “more than 50 persons became the book co-authors, and more than half of them are members of Non-Profit Partnership for Competition Support”.
