OREANDA-NEWS  Rescuers will use an underwater drone to survey the stranded Chinese bulk carrier An Yang 2 off the western coast of Sakhalin, the regional government reports.

According to the press service, the decision to use an underwater unmanned remote-controlled vehicle was made during a field meeting at the scene in the Nevelsky district, which was held on Monday by the governor of the Sakhalin Region, Valery Limarenko.

"The main task is to determine if the vessel is damaged. I ordered the use of an underwater drone for this purpose. This is a development by Sakhalin specialists. We created it taking into account the performance of difficult tasks in difficult weather conditions. Including on the basis of this information, decisions will be made that will determine the future fate of the emergency vessel," the press service quoted the head of the region.

According to Limarenko, rescuers have already installed booms on the shore. As soon as the weather permits, a similar structure will be put up around the ship to avoid a possible spill of petroleum products. Rescuers expect that the storm will subside on Monday evening and then it will be possible to inspect the ship from inside and outside.
The regional authorities have prepared for different scenarios. In case of damage to the vessel, specialists began to build a technical road for pumping fuel from the tanks of the bulk carrier.

"The shipowner is not opposed to pumping fuel from the ship in principle, we contacted him. If necessary, we will be able to transport fuel by a 30-ton municipal fuel oil truck, and we are ready to place it in one of the tanks at the boiler house," the press service quoted Alexey Rimsha, deputy chairman of the regional government, as saying.

The cargo tanker An Yan 2 with a crew of 20 Chinese citizens ran aground in the late evening of February 8 due to a strong storm, but did not send a distress signal. There are 700 tons of fuel oil, 50 tons of diesel fuel and about 1,000 tons of coal on board the ship.

According to the decision of the operational headquarters, an emergency regime has been introduced in the Nevelsky district, and a high-alert regime has been introduced in the region. A temporary accommodation facility has been set up in Nevelsk, where, if necessary, members of the ship's crew can stay.

The region already has a successful experience in emergency response involving foreign vessels. In December 2021, the Chinese cargo ship Xing Yuan sank off the coast of Sakhalin under the flag of Sierra Leone. At that time, an environmental disaster was avoided, and all oil products were disposed of in a timely manner. The owner of the vessel refused to take measures to dispose of the vessel, so the work was carried out at the expense of the regional budget. At the moment, the disposal has been completed by almost 70%, and it should be completed this spring.
