Sergey Lukash has been appointed Vice-President of Rostelecom.  He will be in charge of developing international collaboration, security issues and the company’s administrative activities.  Mr. Lukash will work concurrently at this position, remaining general director of Uralsvyazinform.

Sergey Lukash was born on May 9, 1957 in the city of Rubtsovsk, Altai territory. In 1976 he graduated from the Alma-Atinsk Vocational School for Telecommunications Equipment and in 1986 he graduated from the All-Union Telecommunications Institute (by correspondence) with a degree in State and Municipal Management.

Sergey Lukash holds a Ph.D. degree in Economics, holds a law degree and is the author of several volumes about legal and economic issues.

Sergey Lukash began his career in 1976 as a radio operator of the Alma-Atinsk swimming pool complex Kazglavselezashita.  From 1976 to 1978 he was drafted into the Soviet Army for military service.  From 1979 to 1982 he worked in a branch of the Moscow Kuybyshev Civil Engineering and Construction Institute.  From 1982-2001 he served in the Armed Forces.

From 2001 to 2003 Mr. Lukash held the position of deputy chairman of the Board of Management of Gazprom.  In 2005 he worked as first deputy general director of non-commercial organization National Scientific Fund, then was appointed as assistant Minister of Justice, then in 2006 he was named senior assistant of the Prosecutor General of the Russian Federation.

From 2008 to 2009 Sergey Lukash executed the responsibilities of the director of federal state unified enterprise Svyaz Security.  In 2010 he was hired as general director of Uralsvyazinform.

On September 1, 2010 Mr. Lukash was appointed as Vice-President of Rostelecom.
