OREANDA-NEWS. October 04, 2011. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov, held a meeting devoted to the Rules for guaranteed and non-discriminatory access to ethylene and ethylene processing capacities within a single technological complex., reported the press-centre of FAS Russia.

The objective of the draft Rules is to ensure stability on the market of ethylene supply and transportation, prevent conflicts of interests between ethylene producers and consumers, organize their cooperation towards achieving the balance of interests in the field of developing capacities for ethylene production, consumption and transportation within a single technological complex, as well as protecting competition and creating conditions for effective market performance.

Non-discriminatory access to ethylene provides for equal opportunities for buying goods by consumers regardless of legal organizational form and legal relations with producers given technological connection.

The meeting was attended by representatives of the Ministry of Industry and Trade, the Ministry if Economic Development, “Bashkirskaya Khimia” OJSC, “Nizhnekamskneftekhim” OJSC, “Gazprom Neftekhim Salavat” OJSC and “Sayanskkhimplast” OJSC.

According to Andrey Tsyganov: “The work for revising draft Rules must be conducting jointly with all interested companies included in technological complexes (ethylene pipelines), particularly, by these organizations developing specific consolidated proposals for every norm formulated by the draft Rules. These proposals will be given comprehensive consideration at the forthcoming meetings with representatives of the interested organizations and federal executive bodies”.

The Rules for guaranteed and non-discriminatory access to ethylene and ethylene processing capacities within a single technological complex were drafted to execute instructions of the Government of the Russian Federation. The Rules also take into consideration experience of the Council of “Povolzhie Ethylene Ring”, which for a long time conducted successful operations in the Soviet and Post-Soviet time.
