OREANDA-NEWS  The State Duma adopted in the second reading a bill on the transfer to Russia of labeling imported alcohol with federal special stamps (FSM) on a permanent basis, with the exception of the EAEU countries.

The original version assumed that from March 1, 2026, labeling of imported alcoholic beverages would be carried out on a permanent basis only in Russia. It was clarified during the second reading.

"The draft law proposes to consolidate this right of labeling with federal special stamps in the customs warehouses of our country on a permanent basis. By the second reading ... we have received a number of appeals from colleagues from the EAEU countries, who asked to leave the labeling of alcoholic beverages produced in the EAEU countries on the territory of their states. The relevant amendments have been taken into account and are now being proposed for the second reading," Sergei Altukhov, deputy chairman of the relevant committee on Economic policy, said at a meeting of the State Duma.

Thus, the same labeling procedure remains in place for alcoholic beverages produced in the EAEU countries. Federal special stamps will be applied to these products in the EAEU countries before they are imported into Russia.

As for alcohol produced in countries outside the EAEU, the draft law, up to and including February 28, 2026, allows for its labeling with FSM in places of its production and the import of such products into Russia.

At the same time, the government of the Russian Federation will have the right to approve a list of foreign alcohol producers, which will continue to be labeled at the places of its production after this date, as well as the maximum volumes of its import. In addition, starting from September 1 of this year, the Cabinet of Ministers will be able to establish requirements for the labeling of alcohol imported into the country and the specifics of its movement from the state border to the labeling sites.

Currently, alcohol labeling must be carried out before it is imported into Russia. But from June 1, 2021 to May 31, 2026, an experiment is underway to label imported alcoholic beverages at customs warehouses in the territories of individual subjects of the Russian Federation.

Initially, the experiment was conducted in the Kaliningrad region. Later it was extended to Moscow, St. Petersburg, Bryansk, Vladimir, Leningrad, Moscow, Pskov and Smolensk regions, Krasnodar Territory and Tatarstan.
