Belarus President Alexander Lukashenko has expressed condolences to Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland, families and friends of the victims of the terrorist attack in Manchester.

Conflict, insecurity, political instability and a collapsing economy have contributed to the deteriorating humanitarian crisis in Libya, prompting the United Nations refugee agency to announce plans to step-up its presence and programmes there.

"It was with great sadness and profound shock that I learnt of the brutal attack that struck Manchester", - said European Commission President Jean-Claude Juncker following the attack in Manchester.
